check to see if the fuse is bad
Your 1998 F150 has 3 relays for your power door locks : an all unlock relay / a driver unlock relay / and an ALL LOCK RELAY I'm guessing that the ALL LOCK RELAY has failed I'm sorry but I haven't found the location of the power lock/unlock relays on your F150 yet ( does anyone know the location of the power door lock / unlock relays on a 1998 F150 ? )
Relay being activated
The power control module (PCM) is the brain of the vehicles engine functions. The relay is a module as part of its power supply circuit.

dead battery , poor cable connection to battery
The diagram for a 1995 F150 relay box can be found in the owners manual of the car. It can also be found on the back of the cover to the relay box.
Ignition relay is probably shot. It is in the power distribution block in the motor comprtment.
it may not be you ignition relay, but your alternator.
It might be due to a dead battery or to a poor cable connection to the battery.
