Because micro-controllers are bulit for embedded computer's they can not run on a operating system, infact they do not have to. Their function is quite optimized they have less on chip memory and are designed to perform one particular functions on the other hand microprocessors are built for multifuntcions, so they have large memory which is placed on separate chips and microprocessor are better in communicating with other devices.
