Puppy mills are in fact illegal, that is not the problem. The problem come in enforcing the laws. In 1966 the federal Animal Welfare Act was passed. Regulations were written with the good intention of ensuring the proper feeding, housing, and veterinary care of dogs in breeding facilities across the country. It is the USDA's responsibility to enforce the regulations. The trouble is there is a shortage of inspectors to oversee these facilities and because of this most breeders have no difficulty in avoiding the laws entirely.
Puppy mills do not focus on the welfare of their dogs or puppies but rather focus on profits. Many of the puppies purchased from puppy mills have not been treated well and the validity of their pureness of breed is not guaranteed.

A lot. Please DON'T buy pets from there, even if they say their pets aren't from puppy mills. They might not even know, or they could lie. Buy from a shelter instead. *Every puppy a breeder sells, another DIES in a shelter that could've been adopted. Remember that!
