Fuel pump relay may be stuck, replace it.
Of course if the fuel pump is not running the fuel pump fuse, fuel pump relay, or the pump itself is defective. But the pump can be running and still be not pumping fuel. The only way to know for sure is to run a fuel pressure test. Do not overlook the fuel filter as it may be clogged.

Replace the fuel filter. If the pump continues to shut down after 3 hours of running, replace the pump. You are in luck. There is an access panel in the trunk on your Honda. You do not have to remove the fuel tank to replace the pump.
If the fuel pump has failed it will not even start. Check the fuel pump fuse, and relay. If they are good and the pump is still not running, suspect the pump has failed. If however the car is running a low on power, replace the fuel filter and air filter. See where you stand after that.

if the fuel pump is still running with the ignition off it means that somehow the pump is still receiving power either someone has rewired it incorrectly or there is a short somewhere allowing power to cross over to the fuel pump
As long as the engine is running, the fuel pump is running.
If you are running the fuel injection....absolutely not. No mechanical pump will provide the fuel pressure needed to run it. I don't even know if the 93 still has the mechanical fuel pump mount. Even if it did, the camshaft wouldn't have the fuel pump eccentric to run the pump.
The best way to see if the fuel pump relay is good or bad is just replacing it with a new one. Be sure and check the fuel pump fuse to make sure it is not blown. Also be sure and replace the fuel filter as it may be clogged. If all this is good and the fuel pump still will not run is more than likely defective. In fact the pump can be running and still not be able to pump fuel.
Water in the fuel or a clogged fuel filter can damage a fuel pump. You can also damage a fuel pump by running the pump without fuel in the tank.
The fuel pump runs constantly as long as the engine is running.
