Like all languages, Sign Language is a growing language. As new inventions arise, the deaf community makes up a sign for that invention. This sign is used by people in an area and slowly becomes incorporated within the country's language. The chances of someone in one country coming up with exactly the same hand movement, or sign, as someone in a different country for an object, or concept, is pretty slim; thus the differences in signs. Even within the United States where ASL is commonly used there are regional differences in some of the signs. Most ASL users can understand each other, but as you move around the nation there are variations.
