Before the USA was formed North America was divided into many Autonomous territories or countries if you like. With their own laws and no particular no connection or influence on each other. It was felt that if these states would be best served by Uniting, forming a cooperative or Federation in order to be able to trade have laws that work in cooperation with each other and cooperate to have an army in order to be able too defend them selves and each other from outside aggression. Australia has the same sort of arrangement among its own states.
