It has no access to the ocean because of a war with Chile in the 1880s. After losing the war, Peru and Bolivia both had to cede land to Chile, which included all of the seacoast that was previously Bolivian territory.

Because it has no coastline, all of its borders are another country, it does not have a sea bordering it.
