The Commonwealth of Nations is a British organization set up to protect the head of state. As more and more countries were becoming independent, the British set up the organization allowing nations who were previously/presently under British control (at the time) to join, if they recognized the monarch of the United Kingdom as the head of their state. However, they are allowed their separate governments still. Since Canada was a previous British colony, they decided to join the commonwealth, which is why the head of state for Canada is Queen Elizabeth II.
