It started in 1978, when Afghanistan and the Soviet Union started a war because of the Soviet Union's communist government. As the war progressed, the U.S decided to take sides with Afghanistan. The U.S, Canada, and England were sending billions of dollars worth of weapons through the Pakistan border and encouraged Afghanistan to keep fighting as we lay back. 14 years later the war finally ended, and Afghanistan won, but was left with severe problems. economically, physically being bombed. Afghanistan was a mess, and turned to us for help. What we did was turned our backs on them. They won the war, that's all the government cared about. Afghanistan lay dangling on a thread.
The Taliban (the group who used to be the government of Afghanistan) called over Al-Queda, a group who's job was to destroy the U.S. After training in Afghanistan, the 9/11 happened. We went in, and drove the Taliban out of power.

It depends on your point of view. Some would say no. Canada has no strategic interest in Afghanistan and whatever strategic interest we do have apply more so in other countries. Others would say yes. Canada agreed to help the USA but did not want to invade Iraq. So Canada said they would take care of Afghanistan and they did. Canada was the major force there for a long time. Either way our job is done and winding down. Afghanistan will have to decide it's future for itself. But rest assured should they decide to once again export terror, Canada and others will be back.
