"Dictator" is a description of Castro's power and inability to be replaced, but "President" is his actual title as the ruler of the country. According to the Cuban Law, Castro is the President of Cuba, so he is addressed as such.

Does Cuba have a President or Governor General?

Yes it does because if it doesn't then who rules it! Sorry if it is confusing but yes it is; THE ANSWER IS YES!well actually the person's answer above me is half right, they do have a like ruler type but it's not a president and it's not a goverbor general It's called a dictator like cuba for example, castro was a dictator, they only have dictators in a dictatorship. Unlike america, in a dictatorship if they talk about the dictator badley they get killed. And in england they do not have an election like in a dictatorship or a presidential goverment. Instead it's the royal families if you are born in those families you become king/queen. (bet you already knew that)

Could a president be called emperor if they were president of an empire?

If the person is the president of a corporation which is called an industrial empire, he would probably not like to be called an emperor. If the person is a dictator who made himself emperor as well as president, I suppose you could call him an emperor. Emperor is usually a title applied to king-like figures. President usually indicates an elected leader. The two titles are contradictory.
