This is a complicated question. First, it should be stated that President Obama, like other US presidents, is pro-Israel. And also like other US presidents, he supports a two-state solution, where both Israel and Palestine would live in peace side by side. But the Israeli government, led by Prime Minister Benjamin "Bibi" Netanyahu, has become very conservative and hawkish; during the most recent election, Bibi asserted that he was opposed to a two-state solution. Also, as a conservative and a hawk, Mr. Netanyahu got elected on a platform of strong military defense and readiness to attack any of Israel's enemies if necessary. To some degree, this is understandable: Israel's security has been threatened many times (and it should also be noted that for decades, the US has sent aid and military expertise to help Israel when it was under threat). But while the US and Israel are supposed to be allies, Mr. Netanyahu does not like President Obama; he sees the president as too willing to compromise with Israel's enemies, especially Iran.
Granted, some of Mr. Netanyahu's rhetoric is political: the US has not given assistance to Iran, nor to other countries that are hostile to Israel. But Bibi's dislike of Obama has given American Republicans (with whom the Israeli leader has aligned himself) a chance to claim Mr. Obama is either anti-Israel or too willing to trust Iran. The Obama administration believes that diplomacy is better than war, and the president believes a tough but fair agreement can be reached with Iran that will prevent the development of any nuclear weapons. Mr. Netanyahu believes this is impossible and along with congressional Republicans, he has been trying to make sure any negotiations with Iran do not succeed. What is complicated here is that few countries, including the US, trust Iran (which has a history of sponsoring terrorism). But the Obama Administration, along with other nations, prefers to avoid another war, and is willing to give the negotiations a chance. Israel, however, seems unwilling to have that happen.
I think you mean "to make the world safe FOR democracy"-- whether people agree with his policies or not, there is no credible evidence the president is opposed to democracy. That said, it should be noted that unlike the Monroe Doctrine, there really is no specific "Obama Doctrine" that was ever written down and voted on by congress. Like most presidents, Mr. Obama has specific goals and strategies for helping America to remain strong and for maintaining a balance in the world. Some of his policies seem to have worked, while others are more difficult to assess, and it may not be until after he is no longer president that we can make an accurate assessment. Some of President Obama's unofficial Doctrine seems to involve using diplomacy first, rather than committing America to other wars (poll after poll shows the American public does not want more wars at this point). Some of his Doctrine seems to involve the use of drones to target suspected terrorists. Some of his Doctrine seems to favor using force only as a last resort. The Affordable Care Act, also known as Obama care, was legally enacted into law by the US government. This legislation could also be repealed by the US government should it ever wish to do so. You, as an American citizen, have the right to vote for politicians who represent your views. So if you are opposed to Obama care, vote for people who are also opposed to Obama care. That is your option. There is no guarantee that the majority of American voters will agree with you. Many Americans believe that the Affordable Care Act is good for them.
