Baking powder is a leavening agent, which is what causes the cake to rise. Too little baking powder will cause the cake to be tough and compact, and won't rise as expected.
the purpose of baking powder in a cake is to make it rise and not make it flat and if you put too much of baking powder your cake might burst in the oven/microwave what ever you use
yes, it certainly does. Baking soda reacts with acidic ingredients in the batter, producing bubbles of gas that make the cake rise. Too much or too little baking soda puts the acid / alkaline mix off balance, and the cake will fall flat.

One reason a cake was overflow/ burst/ explode is that too much baking powder has been added :)
It the pan is too small for the volume of cake mix, it will overflow and make a mess in the oven during baking. If too large, the cake mixture would spread out and you would get a wider, but thinner cake.The proper size would (hopefully) produce a cake of the right size and thickness - and would be a credit to the cook!Also, knowing your oven and its quirks is a great help too.

Over mixing the batter tends to make the cake dry. Other reasons could be, too much flour, high oven temperature or baking time is too long.

To make a heart shaped cake you need a heart shaped baking pan. Go to Williams & Sonoma (on line if you live in the boonies) they have a variety of decorative baking pans. I am sure Walmart has special baking pans too.
Don't put too much baking soda when making a cake. Only put as much baking soda as it says.
Angel food cake is very delicate. You cannot touch the cake, even one time, when you have your cake in the oven. If you do, it will fall every time. You cannot move it, touch it, prick it, or any form of movement near the oven when you are baking the cake. I have seen it every time. They are delicate and cannot be moved or touched during baking time.
