The BIOS (basic input / output system) is on a chip because it always needs to be present. It's a basic system control that the motherboard needs for proper start-up of the computer. It's placed on the chip by the motherboard manufacturer and has absolutely nothing to do with the operating system you're using. It's on a chip so that it can't be erased accidentally by reformatting the HD or by viruses.
On a PC, you'll generally have the option of selecting the software portion of the BIOS, by pressing the`Del`(delete button) at start-up, before the software's splash screen shows.
You can make several adjustments in the BIOS, such as selecting the order of the drives the computer uses to find your operating system and in what order, memory allocation, and several other items. If you're not familiar with the BIOS system, it's OK to look but I wouldn't suggest you make any changes, especially if the computer is starting up OK.

BIOS is looking for a boot sector. If the disk does not have a valid boot sector at the address which is also known by the BIOS, it won't boot from disk.
