Why shouldn't there be laws on cyberbullying?

Cyber Bullying is not okay because it causes major depression and bad habits to anyone (especially the victim). They can change how a person thinks normally and lose interests in things which are helpful to them. They can change a persons habit and normal way of comprehending things around them.
