They do not want to circulate the air with the air from the outside, because hospital air could lead to airborne infection. That is my bet why they are cold. ---- As a doctor i work in hospitals all the time and I've not noticed that they are cold. It may be that they are very large places and large places are often hard to heat. Places such as; airports, schools and churches may experience the same problems.
