After an oil spill, the ocean would be polluted with toxic oil and will kill sea creatures that are near the spill according to many researchers who have seen dead sea birds covered with toxic oil. If you swim in the ocean after an oil spill, your body can be infected with bacteria from the toxic oil and get diseases from it. In other cases, you could probably lose your life.
There's no set time, each spill is different. I've seen a small tanker spill be cleaned up in less than a week. But for the current spill - it is large, and things are changing every day. Health officials will make this determination, and it would be premature to give an estimate. The spill covers many miles, some areas will be more affected than others.
