Resources are the primary issue. Farms are rural, meaning RURAL. not near the city or dense populations. Community resources (colleges and tech schools) are concentrated where the heaviest populations are. The heavier concentration of people or the greater the number of people in an area has s direct correlation to how much funding from the public and government a school gets. The more people the more money... the more schools, the more libraires etc... Since farming chores start long before daybreak and end many times long after sundown there is not time for education. Farm duties often do not allow for the dedication to study as do other jobs and makes traveling the distance to school awkward. Finances too are often a problem. There are few rich farmers. Most farms are not 'cash rich' and their financial assets and available funds are tied up in their land and sweat equity.
