Not sure on what the difference is on FEEL of the manual to power steering on these trucks.But if you want to be cheap simply remove the power steering belt.I know the gear box for manual steering is probably different hands down,however the added expense or time to convert it would be USELESS for a 23 year old truck.Seriously.
Hey kevin==There is a valve in the gear that can stick. Also I have seen the bearings on the steering shaft that were so bad, the steering shaft was stiff. Also make sure the gear is adjusted properly/ GoodluckJoe

the steering gear box is usually the culprit, and it is adjustable. first, make sure the front end is tight. check the ball joints, tie rod ends, pitman arm. if all is tight, adjust the gear box.
Check the steering valves, pump, hoses and cylinders in the power steering system. Make sure the hoses are fairly flexible. The hoses can get a little stiff in hot weather. The pump should draw down the RPM of the engine if it is working correctly. The control valves on the linkage system must be clean and be able to operate smoothly. Dirt can wreak havoc with the smooth flow of a power steering system. Also, make sure the power steering fluid is at the recommended level.

Ignition switches of that era had problems . Make sure gear selector is hard in Park and try again. If necessary spray a lubricant in the ignition keyhole.
