Dimensional tolerances are required for machined parts due to the virtual impossibility of being exact, down to the micron, on every dimension every single time.
I think they are machined forgings.

H6 tolerance for 95 mm hole is +0.022/0
UPPER TOLERANCE: 0.0MM LOWER TOLERANCE: -.062MM Source: Michelin Quality Requirements Manual 1993
unilateral tolerance is a process of giving tolerance in one direction only ex if 10 is the basic dimension then the unilateral tolerances for it an be -0.007 or -0.004 etc..... but should be inthe same direction
A tolerance of 10% means that the component's "size" will be within plus or minus 10% of its stated "size". A tolerance of 1% means that the component's "size" will be within plus or minus 1%
With considerable effort. Engine blocks are cast using complicated molds, then machined to tolerance and required surface smoothness. Parts are mix of cast, milled and machined components. Then it's all assembled.
If there is no fourth band (the tolerance band) then the component's tolerance value is 20%.

No, there is no need to replace the flywheel but it is a good idea to have the flywheel surface machined.
