Why should they pay for civilians to be trained? It would be the same as going through a police academy if you weren't becoming a police officer. Government services are not free. The taxpayers pay for it and the polititians have to account for the spending. Sure, I would like to take an introductory course in flying an F-22 Raptor but imagine the cost of just one flight.
