Very klikely the PCV valve is completely plugged & non-operable. Good luck changing it though.

I just replaced mine for the first time and had trouble finding it myself. It could be on either engine valve cover, but it's the only hose that runs directly from the valve cover to the air filter/ throttle body. The filter is on the valve side of this hose.
