On most vehicles, "Check Engine" won't be activated if it's a fuel problem. The manufacturers don't want to "store a code" if the vehicle just ran out of fuel. If it's cranking but not catching, try a little starting fluid directly into the intake while someone attempts to start the engine. If it catches, you probably have a fuel delivery problem, either fuel pump, pump relay, filter, pickup screen, fuse or possibly even something else.
Connect an OBD2 scan tool which will retrieve the codes set by the ECU. If you mean how to check to see if the light is working just turn the key on without starting the engine. The check engine light will illuminate.
If you turn on the ignition without starting the engine and the Check Engine light does not come on, the bulb has burnt our or has been removed. Replace the bulb.
