A datum line mustn't be drawn in ink so that when you add the solvent while doing chromotography, the ink doesn't spread and it might even mix with the actual color that you are testing on and that could change the r f value whereas if you draw it with a pencil, the results would be more accurate. Well what you have to do is put your paper in a slant then wright. This pencil really dosent work well! :(
This is so you can know the base line. The base line is used as the starting point for the mesaurements used for the Rf values. you need to know the distance from the base line to the point of the spot to know the Rf values. see related link below for more info about paper chromatography
In chemistry, a pen is not used to draw lines on chromatography paper. A pencil is used to draw lines on the paper because the ink can smear and interfere with the chromatography and the ink will dissolve in the chromatography solvent.

not neccessarily, because you can create line art with different medias such as ink. Line art, i think is the usage of lines to create a hidden image. Pencil art is, of course, usage of the glorious pencil.
