It can be in either location, depending on your head pressure ie a circ on the head or "pump away" will circulate water better in upper floors. If the system is in a 2 or 3 story house using standard baseboard, then having the circulator in either position wont matter. Most all manufacturers are shipping and or directing installers to pump away...circulator on the supply....

Install a wall mount instant hot water heater under the sink. It might be best to put a small water heater under the sink. Another option is a circulating pump. If you have access to the plumbing all the way back to the water heater, you can add a hot water return line, then put in a pump that keeps the hot water circulating. If you do that you might want to add insulation to the hot water line.
