Defective Blower Motor Resistor Pack. Replace it.
Check the fuse. Check the blower speed resistor. Check the blower speed control switch.

Generally the blower motor resistor is found close to the blower motor. It relies on the blower motor to keep it cool.

I also have a 1997 Mazda 626 with heater blower problems. According to the Chilton's that I have there is no "relay" in the circuit. The speed control is incorporated in the switch up in the heater control cluster and it goes directly to the motor which is hidden behind the glove box. There doesn't seem to be any "repairable" parts so the only way to repair it is to replace either the motor or the speed controller switch assembly (which ever is bad). Unlike many other blower controls there doesn't seem to be a resistor in the circuit... I suspect that the speed is controlled by a Mos-FET transistor incorporated in the switch. Good Luck
