The government is morally bound to any contracts it has made and pay interest that it has agreed to. However, most of the so-called entitlements are not legally binding , at least not for very long. Social security and salaries paid by the government can all be reduced in due time, if not immediately. Except for political pressure, very few expenditures are uncontrollable.
