Without the ability to communicate to American's they lack the ability to seize opportunities that can bring great financial gain both to the individual and to the country as a whole. You see alot of American companies ( like Dell in India and Walmart in China) building their technical support centers or warehouses over seas because it is cheaper for an American company to pay for labor in foreign countries (where the standard of living is significantly lower) and the foreign country benefits from a large influx of money coming from America, in which they wouldn't otherwise have.
So, in very simple terms- it creates alot of opportunities for foreign countries, but money and power are the driving factors.
