It is a depiction of the Rod of Asclepius, not to be confused with the caduceus. In Greek mythology Asclepius was the son of Apollo and a practitioner of medicine. Hippocrates (the father of medicine) was a worshiper of Asclepius.
The use of the caduceus (double serpent entwining a staff surmounted by wings and carried by Hermes) is often used erroneously, especially by military medics and some civilian organisations, because of the confusion between the meaning of it and the Rod of Asclepius.
