The Moon goes through the cycle of new to Full to new in 29 days, but our calendar month is generally 30 or 31 days long. There isn't any consistency.

Of course, the Jewish and Islamic calendars follow the lunar cycle precisely. The 1st day of any Hebrew month is the day following the new moon.
