It isn't, and certainly not by definition. While it cannot be said that democracy is a guarantee for excellent government by highly qualified and responsible people, democracy if it is working effectively at least ensures that rulers and representatives have to 'sell' their qualifications to the electorate and can be called to account afterwards, if only through the next elections.
Oligarchy means that rulers are selected - usually by a few families - only on the basis of birth, marriage or blind loyalty to the oligarchs' interests. The only oligarchies that today are doing well are awash in oil to a level that even after generously helping themselves the ruling families can throw millions at any social or economic problem.
