The US Constitution became effective at a time when there was no telegraph, no radio, no television, no telephone, no computers, or any othern "modern" means of communication. The Presidential election is not "validated" and "official" until each states' "electors" casts their votes for President. In those days, this took much time. And although most times the "Electors" agree with the popular vote, there have been a few "surprises" along the way.

Moving out/in is the least problem. The biggest reason is, that although there is an election with citizens casting votes, the US President is NOT directly elected by the people. He is elected by electors of the Electoral College, as prescribed by the US Constitution. Making arrangements for all the electors to cast their votes, and tabulating them, takes some time.
