The speedometer and antilock brake system (ABS) are linked together. Is the parking brake light on the dash on also? If it is, disconnect the upper wiring harness connector to the ABS module under the hood for ~10-15 seconds with the key switch in the OFF position. This will reset the ABS and the speedometer. The ABS module is located next to the brake master cylinder. Its about 6"H x8"L x1"W and should have 2 wiring connectors plugged into it. If you have any doubts as to what and where the module is, you can disconnect the battery for ~5 minutes to accomplish the same thing. Down side to this is you'll have to reprogram your radio and the computer will have to relearn your driving habits to run like before.

Remove the inside door panel from your 1991 Chevrolet 1500 pickup truck. Remove the wiring harness from the mirror. Remove the driver side mirror retaining bolts. Reverse the process to install the new driver side mirror.

Back in 1991 I THINK that they still used a mechanical cable from the transmission to the speedometer. Only later did they change to electronic readout, but I'm not sure what year. It sounds like the speedo cable needs to be lubricated, possibly replaced.
