I don't know why it's missing, but you can press F10, it worked for me.
It's possible you removed it from your toolbar. Simply edit your toolbars and put it back.

I am assuming you are using Microsoft Word 2003 or earlier since you seem to have troubles with a missing toolbar. You have mistakenly hid the Standard Toolbar that contains commands that include font size and color. You can bring back the Standard Toolbar by right-clicking on any other toolbars or the menu bar (where the File and Edit menus are ) and clicking "Standard" to bring it back.
The Header/Footer Toolbar is used the least often in PowePoint.
The Quick Access Toolbar (QAT) is a small, customizable toolbar that exposes a set of Commands that are specified by the application or selected by the user.
It is called the Mini Toolbar.
