It depends on the year of the Buick. Most of the newer Buicks use an electric actuator to change the vent door positions. If that's the case with yours you have a problem with wiring or a faulty actuator or switch.
If yours is one of the vacuum controled heater boxes you probably have a leaky vacuum line or diaphragm.
You can bypass your 1988 Buick Skylark heater core by removing the heater core water supply hoses. There will be to water hoses. Connect the water hoses to each other.
