Because when the Union Jack was designed, Wales was not officially recognised as having seperate nation status- officially, it was classed as being part of England, so the Red Dragon was not included.

Nowadays, most Welsh people would not WANT it to be included though- national pride has grown to the extent that the majority of Welsh see their alliegance to their own flag first, and the Union Jack second (if at all!)

Because when the Union Jack was designed in the early 18th Century, wales was legally a part of England and had no seperate nation status. It was not considered worth it or politically desirable to incorporate any Welsh symbolism in the flag, for fear of giving Welsh political activists any ideas that their nation had any type of equality.

Wales was only disestablished from England in Edwardian times. Nowadays, although there is a minority political campaign to get the red dragon included in the Union Jack, most Welsh people do not WANT this- they see the Jack as the flag of the occupier, and their first loyalty is to the Welsh flag.

What part of Britain is not in the flag of the UK?

Wales is not represented on the Union Flag. Historically Wales was treated as a Principality, not a Kingdom and hence was treated as a junior partner to England by the monarchy. Therefore, the cross of St George was seen to represent England and Wales so there is no separate representation for Wales.
