Your average A/C unit blows heat through all vents.
Check piping. Make sure cold line going into cold side of water heater and hot side coming out hot side. Cold feed for water heater should come off main cold line. Make sure valves are open to and from water heater.
The two pipes going into the heater should be marked with either Hot and Cold or a H and C. There should be a shut off valve on the cold side, but sometimes there is one on both sides. If the piping is visible, you can follow one or the other to where it comes into the house. The water heater is usually the first thing the water line runs to.
Hook it up on the cold inlet side where you have room.

It is possible for hot air to be coming out of the driver's side and cold on the passenger's side if there is a dual temperature control on the heater/AC unit. Try adjusting the temperature controls to see if that fixes the problem.

It is because your heater is having to heat up so its blowing cold air out while its heating up.This means your heater is not very efficient and it needs to be checked.
That sounds like a blend door problem.
The cold water inlet valve to the water heater is closed.

Usually there is a shut off valve right above the water heater on the cold side. There can be one on the hot side to so that the heater can be removed without having to drain the system.
