Why would a light bulb be dim when its electrodes are immersed in acetic acid?

Acetic acid is a weak acid and therefore a weak electrolyte. A solution of it would have a low ion concentration and thus poor conductivity.


What is the difference between a strong and light base?

A strong base is a base that readily accpets protons and is fully dissociated in water. A weak base is the complete opposite to it. Note that in English the term is "weak base". "Light base" doesn't really mean anything, even if that would ordinarily be a better translation.
