If you mean their record, it's pretty much the only way to get to be a decent candidate without being attacked for your record. If you mean generic, they decided to use the gain to go into politics, and they also followed in their parents footsteps. It can also run in their blood (I happen to, believe it or not, come from a family in politics and some people say I'm obsessed with politics)

Why was the offices of president and vice president created?

They are called for in the US Constitution but no means of election is specified. Originally they were individual candidates for president, whoever got the most votes became president and whoever got the second most votes became vice president. This was eventually found to result in presidents and vice presidents that could not work together well. So eventually the parties started picking a president/vice president pair and they were elected together.

Why is the President seen as the most important institution in American politics instead on Congress?

US Politics is a seed of the old English politics. Traditionally, the King (or Queen) is seen as the most important political figure (even though today the Queen has very power in political decision). Today, the President is largely viewed as the "voice" of US Politics even though most of the decisions requires the approval of Congress. Also consider that bills are not made law until the President signs them. Finally the President is the one that declares war. From a personal view, when you view the US Political system, the Executive Branch (the President) is the only branch with only one member. And if you view each branch as holding equal power then the President is the most powerful member of any branch because he is the only member of his branch. So historically and figuratively, the President is viewed as the most important institution in American politics.

Does the FBI do background checks on presidential candidates?

Someone suggested the Secretary of State investigates candidates. I can tell you that is not so. The Secretary of State does not investigate, it recommends and advises. The FBI investigates. Before I could work in the White House I had to undergo a thorough background investigation by the FBI for the Secret Service. *Candidates for political office, most especially the presidential candidates, do need better regulation. As far as I am aware, there has never been a thorough background check or polygraph of Barack Obama. It is entirely up to the voters to elect to office anyone they wish in spite of their background and make whatever check on the few requirements there are, i.e. age and birth. It is likely ACORN did Obama's background check. Another words, the system is flawed and we often get what we don't wish for.
