I don't know of any reason why an adolescent female should not have a close relationship with an adolescent male. I assume that the reason others would see this as a problem is the two might become romantically attracted to each other and begin a romantic relationship.
However, there's nothing wrong with that. Starting to date is a natural part of growing up. Prohibiting it stunts a child's emotional growth. As an adult, he or she will have no idea how to behave in a romantic relationship, without having the experience as a teenager.
Of course, no one wants their young adolescent child having sex, but you have to trust your children to use their judgment and make the right decisions. Talking to them about these things is important. Yes, some 12 and 13 year-old children are having sex, but that doesn't mean your child will, too.
Males constitute 49% of the human population, so a young woman has to learn how to interact with them at some point. If she doesn't have some experience socializing with boys as a kid, how is she going to handle professional relationships with male co-workers, or her doctor, her lawyer, a cab driver, some creep who makes vulgar comments to her on the street...much less personal relationships with male friends, boyfriends or a husband?

If you have a friend that you're becoming close to, and she starts ignoring you, talk to her. In a relationship, open communication is always helpful. Ask her the questions that are on your mind (starting with the word "I" if possible), and accept her answer whatever it is.
