The bill becomes what is called a pocket veto and is not enacted into law.
The president just ignores the bill and it is sent to the Congress. The Congress has to vote 2/3 or more and it becomes a law.
The bill must pass lots of people in order to be signed in as a law. For example it must pass the Senate, House, and more!
