well if your to look at the entire 2nd world war it would be clear that the American government was not neutral before pearl harbor. there was a great relationship between Winston Churchill and Franklin Deleno Roosevelt during the war. and even before hand as well. Winston Churchill was elected to be the prime minister of the house of Parliament in Great Britain and also the naval commander at the same time. now as the Nazi powers advanced taking over Poland and France and other various country's in Europe, Churchill and FRD were writing to another. FDR had wanted to trade with England like we did in WWI but knew since America was left in debt last time that congress would never pass a bill allowing that. FDR had decided to try to pass a bill on a Cash only bases. England would only get the material if they paid for it when they got it. this plan had worked and congress passed the bill. after a short time this plan was unsutable for england and FDR and Churchill finaly meet. at the atlantic charter. (a secret meeting between the two men) this i s where Churchill had COnvinced FDR that if england failed America was next. so then FDR had proposed a new deal that england could buy now pay later. so america was already strongly suporting england before thier official engagmeant to WWII. also Pearl habor was not a surprise attack. The navy had Radio recieving stations all along the coast of the americas and in Hawaii. "day of Deciete" is a great book to learn more about the knolege we had about pearl habor befor it happend
