When they met to rewrite the Articles of Confederation they had tried giving the states power and it didn’t work. To have a country you need to have a strong central government that will see to the common good of the people and for protection. States can’t provide this.

The Federal Government's powers are defined; other rights are reserved for the states and the people. People, includes local governments as well. The Framers wanted to ensure that the central governments powers were more clearly defined.

The states hold so many important powers because the 10th Amendment reserved all the powers to the states that were not delegated to the federal government. The 10th Amendment is par of the Bill of Rights.

Federalism means the division of power between the national government and the states. The Constitution does not clearly define, however, the areas in which these powers are exercised. Keeping in mind that the framers were determined to strengthen the national government, it is not surprising that the powers belonging to the states were left vague.
In general, the prohibitions on the powers of the states is a rather conservative concept. The states in fact reserve to themselves all rights that are not specifically given by the Constitution solely to the federal government.

The framers gave more power to the federal govenrment. The Constitution contained coersive powers over the states. The new federal government held the power of taxation, and military might over the states. The new government was ratified by the people not the states and therefore the social contact was between the people and the federal government.

The Framers wanted all the states to be equal. The problem was that some states had more representatives than the other states, so they agreed that it was not equal for all the other states.
