Idle speed is set by the PCM and IS NOT ADJUSTABLE.
It will not idle at the proper speed (750 RPM).
All you need is to recharge the system with freon .

A 2003 Mercury 115 that runs rough at a low rpm might be having a problem with the MAP Sensor or the Oxygen Sensor. The MAP Sensor is going to be the easiest one to replace because it is usually located plugged into the EFI (Electronic Fuel Injector), a fancy would for carburetor.

it only studders at low rpm it runs great at high rpm or accelerating only at idle and take off rpm

Nitrous really doesn't care at what rpm the engine is running at, whether it be low end or high end. Whatever amount of hp the nitrous is set to add, it will add at any rpm. Although, you need to be careful because you cant overload the engine at low rpm's or you'll start breaking things.
