Air in a power steering system is caused by low fluid or a leaking seal. When the fluid is low, the pump becomes exposed to the air and causes large bubbles to form.
The steering wheel will have to be removed, turned to the proper place, then reinstalled. If there is an air bag system it will have to be disconnected first.

With engine off turn steering wheel left and right until system bleeds out all air.
Hi, manual says that there may be a fault with your air bag system. Get it checked with a local garage with vauxhall diagnostic equipment. My light went on when I removed factory steering wheel and replaced with aftermarket steering wheel (no air bag). The system senses that the air bag is not present, and "believes" that there is a fault with the system.
There is probably air in the system. If the system was worked on for any reason, the sytem has to be purged of any air pockets.

There is significantly more to an air bag system than just the steering wheel. Can it be done? Yes. Would it be cost effective? NO.
