This is not actually correct. The countryside areas were the most prone to rebellions and insurrections against Arab rule, specifically because Arabs did not integrate into the rural areas and were therefore seen as foreign usurpers. The most upstart areas were the Amazigh (Berbers) of the Atlas Mountains (today's Morocco and Algeria).
