Brisbane was originally established for the worst kinds of criminals for the free settlers in the NSW area didn't want them staying there. It was also partially because that NSW was getting a bit too crowded.

Correction:

Brisbane was not founded for the worst criminals from New South Wales, as the region where Brisbane was established was still part of NSW. Also, the free settlers of the Sydney region had no influence at all on whether the worst criminals were kept. In fact, Newcastle and Port Arthur (Van Diemen's Land) were where the worst convicts were sent.

John Oxley was sent north to find a suitable settlement to establish a new penal colony because the aim of the British authorities was to establish a presence on the northern, southern and western points of Australia in order to prevent the French from claiming any part of the continent.

The colony of the Moreton Bay District was founded in 1824 when Oxley arrived at Redcliffe with a crew and 29 convicts. The settlement was established at Humpybong, but abandoned less than a year later when the main settlement was moved 30km away, to the Brisbane River. This became Brisbane. It was established for both convicts and free settlers.
