Although Henry VII did a great job in restoring the finances, England was bankrupt because of the War of the Roses amongst other reasons. It did not have a navy. Henry V111 started building up a navy and Elizabeth 1st continued and particularly strengthened the finaces. France also did not have a good navy. Spain on tyhe other hand, had an exceelnt navy

England had just emerged from a Civil War (the War of the Roses) and would not be fully economically recovered or socially united until Henry VII's reign. France was not a united country at the time, nor did it have the naval heritage of Spain.
