High beams should only be used in extreme darkness and only when there is no other vehicle in your opposing lane. The reason behind this is because high beams can be blinding in the opposing lane and can and have lead to very serious accidents.

If you have your high beams on while in back of another car, it could also be blinding to the driver your following through side and rear view mirrors. Either way it is dangerous. Why would you? Fog lights are designed for use in poor driving conditions such as fog or rain at night. Using high beams under those conditions would make matters worse, that's why your vehicles fog lights won't operate when the high beams are on.
High beams are the lights you want to use when driving at night when no one else is in front of you. High beams will give you increased visibility, and that's a good thing except when you're blinding other drivers, or driving in severe fog or rain.
