In July 1784, John Jay returned to New York City after successfully negotiating the Treaty of Paris with fellow commissioners John Adams, Benjamin Franklin, and Henry Laurens. The United States in Congress Assembled, unbeknownst to Jay, had appointed him Foreign Secretary of the United States. Jay did not immediately accept the position and returned to Congress as a NY Delegate while they were in session at Trenton. Jay, who was not in favor of Trenton being the nation's capitol, brokered an agreement with Congress that if they moved the capitol to his home State of New York, he would accept the position of Foreign Secretary. In late December Congress agreed to move the capital and John Jay accepted the post and he was so glad he came back to New York city.This is why NYC was chosen as the nations in the capital in 1785 and in 1785 John Jay and Alexander Hamilton wrote a essay to support the Constitutional Convention.

In 1785 New York City became the temporary capital based on conditions from John Jay. Upon his return to the United States from a diplomatic mission in Europe, he was offered the position of Foreign Secretary. He agreed to accept the position if New York was made the capital.
