A nation needs open ports for trading and defense purposes.As an aside, the most despotic nation of Russia supported the Union in the US Civil War. The reason for this that the US allowed the Russian war fleet to conduct sea maneuvers in Winters, allowing them safe haven in San Francisco and sometimes on the east coast of the US.
